Here's an update:

The committee had its inaugural meeting today (Thursday). Members discussed focusing at first on improving metro recycling rates as well as making garbage collection more efficient. For some time, the city has had no recycling program manager, and recycling rate statistics have been hard to come by (we reported on the city's program in 2008, here: http://www.wfpl.org/2008/09/02/measuring-up-louisvilles-recycling-program-2/).

Another focus of the committee could be reducing traffic by better synchronizing traffic lights. Mayor Jerry Abramson has also spoken about creating a new office of sustainability, although that initiative has not been formally announced.
