		<description>KIPDA&#039;s defense of their current and future location as &quot;central&quot; is silly.  KIPDA chooses to stay away from the urban, transit dependent  populations because they want to ignore them.  Out of sight, out of mind.   KIPDA has been an agent of the worst planning practices, and wants to remain that way.  Building on vacant rural land is the worst kind of development - especially for an agency that is supposedly here to improve planning.  Tolerating this decision will ensure that Kentucky remains at the bottom.</description>
